It is time for the Draft Annual Plan 2022/23, and that you can now have your say whether this budget strikes the right balance.
The Draft Annual Plan outlines what Christchurch City Council plans to spend on projects and day-to-day services over the coming financial year and how the work will be financed.
It proposes an average rate increase across all ratepayers of 4.96 per cent
In line with residents’ feedback on the need to focus on the basics, the bulk of the Council’s capital spending in the draft budget is on maintaining and upgrading the water supply network and the transport network, especially roads and footpaths.
Funding to support the development of the The Pukeko Centre (a multi-use sports and recreation hub in Parklands) and this is a great project to get across the line (rates neutral).
There is money to be put aside for climate change action and this will be important for the Coastline area from Southshore to Spencer Park.
The Council wants to consult on other matters which affect the budget. These include:
- A proposed rate increase on vacant central city land designed to make rating in the central city fairer, and give central city property owners a financial incentive to keep vacant sites tidy (should be extended to New Brighton retail area).
- Some proposed changes to our kerbside collection service, designed to provide greater flexibility in our changing urban environment.

- A few other changes to our Revenue and Financing, and Rates Remission policies.

People have five weeks to give feedback on the budget, with 18 April set as the deadline for public submissions.
All the feedback will be considered by councillors before the budget is finalised in June 2022.
